If I disable the amatuer draft in a historical league, are the rookies entered into the game as free agents?

Do I need to set up high school/college leagues?

Yes, they are entered as free agents, I believe at the time free agency starts.

You do not have to set up HS/college leagues, but many find it better than using the prospects generated out of thin air.
