I'm a newb

So I purchased this game last night and have only played for a few hours, but I already love it. I've figured out the basics on my own, however I do have a couple questions...
1.) how do I create an expansion team? I started a franchise with the Cardinals and I'm just curious how to change city's or create a new team.
2.) do you have to manually scout players (like in MLB 13 the show) or are the amateur player reports already accurate?
3.) What is the difference between being the GM of an MLB team and a minor league team? Does MLB just give you freedom of the whole organization?

Depending how you set up your league, you'll need to have commissioner controls. This is often achieved by creating two human managers, one for your commissioner role, and one for the owner/manager role. By default, expansion will automatically happen I believe. But as commissioner, you can force it to happen in the off-season after the World Series.

Moving teams or changing them, is as simple as editing them as the commissioner. But I believe they'll spontaneously move as well by default.

The initial scouting reports are fairly accurate, but re-scouting specific players will alert you to any changes that may have occurred.

Yes. Being a minor league manager means you're at the mercy of the Ai to make sure you have a roster.
