Where are these files?

After reading the thread involving adding cities and the posts from Bluenoser and Rayzor, I thought, why not and build my own complete fictional universe. I know quite a few posts involve such. I am wondering, after reading the manual about adding nations and cities, where are the following files: nations.txt and cities.txt? I have read they are supposed to be in the database files, but I have searched and cannot find them.
Is this something that I would have to do through the World Default XML file? I I could do it that way, but the way the manual suggests makes it much easier and less time consuming.
Any help would be appreciated.

There are no longer nations and cities.txt files since OOTP11... Starting with 12 that is all in the world.dat file...

I thought as much. Just seems much easier doing it the way showed in the manual.

My EBL vs MLB league was started on 11 using the .txts and converted to 14. Editing your nations into the nation editor might be the best way to go. For me I prefer the in game nation & city editor since I have full Earth also. If you dont want the existing nations and cities creating your own World Default.XML would be better.

It was easier. World.dat is a pain.
