it's the storylines option i think. manager settings somethwere? it was in 15 too. not sure about before that.

It's a news article, not a storyline. Storylines are random events, such as a guy losing weight in the offseason or getting into a shouting match with fans. This is simply a news story about an in-game achievement, in this case a broken record. I'm pretty sure it's been around since at least OOTP14.
