Development and international complex?

I just spent a ton on IFA and was just wondering what or who influences their development at the international complex? I spent a lot of time trying to find the right coaches at every level of the minors to help my players develop so shouldn't there be coaches there?

Not 100% sure but i think your development in the international complex comes from how much you spend on development

This, usually coupled with the individual player's work ethic and intelligence ratings, are what play the biggest role.
