1 minor league level, 2 different leagues

I am looking to create a more complex setup for a fictional league. Is it possible to create 2 completely different leagues (not subleagues) on one minor-league level? (i.e. International and Pacific Coast League in AAA)

If you're doing this, just make sure to go through and make sure that the minor league teams are affiliated the way that you want. In my experience, OOTP doesn't always figure out that there should be one for each team when a minor league level is broken into multiple leagues.
