7 Players Above 75

My first time playing a fictional league and after one complete season there are only 7 players with an overall rating above 75 and only 2 with an 80. Is this unusual? It seems like the talent level is very low. Sorry if this is a bad post. Still new to OOTP.

Well since 80 is considered legendary, I would assume it's right

depends mostly on the two factors mentioned - # of teams and 100% scouting. plus, other settings and the league's structure can have a significant effect.

i assume that is 5 batters or SP rated that high? relievers acheive those ratings more easily. there should be plenty of those on default settings and a 30 team league. 5 batters / 5 SP wouldnt be unusual to a start of a fictional leavue, if i remember correctly.

is this in the first decade of the fictional league?

if so, talent will be a bit sparse for a bit. the minor leaguers that come out-of-the-box, so to speak, are a tick below the talent that you will get from amateur drafts in ensuing years. over the course of 20-30 years you will see a noticeable uptick in the talent pool. some years will still be worse than others.
