International Amateur FAs being revealed early on minor league screens

Running version 17.9.60 on Mac OS.

I'm running a new standard MLB game. The game date is now late May. I have the default setting enabled for international amateur FAs (default 30 per year) to be revealed on July 2.

I just noticed that if I navigate to my minor leagues using the league drop-down menu, the "International Amateurs" menu item becomes active and I can see nine international FAs. The list stays the same regardless of which minor league I'm viewing, so I'm assuming these will be part of the set to be revealed in July? It appears that I can offer them contracts (though I haven't actually gone through with it), so it seems like a possible exploit if that's the case.

devil's advocate just in case - and rhetorical, so i'll likely not check back:

is this year one of a non-fiction, year 2016 mlb league? in the past, you could sign the int'l amatuers immediately upon creating the game.. .so could the AI so it wasn't an exploit. probably more likely to miss out than anything, because you don't expect to do those things at that time. not sure if this holds true for '17.
