Playing in Commish mode, so this is not a criticism - I just get highly amused that the top of my screen always says "UNEMPLOYED - Get a Job". It's like OOTP is an unamused parent or something ...

I'm seeing sort of the opposite problem in OOTP 19 (Linux). I set up a league, choose to play as a Manager, start unemployed, and then get a job offer from every single team in the league. Sort of defeats the purpose of starting unemployed.

Turn off Commissioner Mode. Then you will be offered jobs based on your reputation. For a rookie manager all you will be offered is minor league or International jobs. After 2-4 seasons (based on your success) you'll be offered Major League jobs.
