Random Historic Debut - Draft

If I start a random historic debut, often the best players do not sign a contract with any club and go to college or high school and stay there for the rest of their careers such as Hank Aaron. How to set everyone to sign a contract during the draft and not go to college and high school?

I started an unaffiliated AAA league then held a draft for that league after the inaugural draft. No college leagues so undrafted players players go into the FA pool, unsigned appear in the next amateur draft.

Rules section. Right below the portion in which you select the number of draft rounds, you will see "Enable Advanced Draftee Signing(Signing Bonus Negotiation)" Remove the check from this option. Now all players drafted will automatically go to the team that drafts them.

I remove "Enable Advanced Draftee Signing(Signing Bonus Negotiation)" and nothing has changed that
