Expansion team doesn't fill its rosters

I have an ABL save and they have expanded to 8 teams but one of the new ones only has 10 players on its list even after I have given it the full compliment of 25, the next day they reset to the same 10 as before. They even drafted no one in their expansion draft.

Not sure what to do but this is only one issue of the many in this save, also we have players with over 200 years of major league service time and there are no prospects, everyone has the same name and there are no free agents.

I would guess that they have too many foreign players on their roster and not enough domestic players and so are sending the extra foreign players to the reserve list.

If you sign/create some more domestic players for them, they should fill out the roster properly.
