Cannot submit mission

I have five cards for a mission, but it tells me I need to select five cards before I can submit them even though five cards are already checked. I have tried unchecking and rechecking cards and also restarting the game. It hasn't worked yet.

I was able to submit this collection by changing to "1 Locked 2 Inact 3 Reserve 4 Active" from "1 Loked 2 Active 3 Reserve 4 Inact."

Any reason why?
