How do I edit the Historical_database.odb file?

seems like it so difficult and time consuming to make an all-time great league...

i've read comments and for a game thats all about customization, customizing players is such a hassle...after 10 years i still haven't figured it out.

why is this so difficult?

As far as I know, you can't (I think it's a "read only" document). But, you can post your concerns in the Historical Database Issues thread, and hope they get addressed. I'm not sure these are concerns that should go there though. That thread is more about errors. Once you start customizing, you're on your own. You could also use the in game edit feature, but it sounds like that might be part of your frustration.
