Manage Cards Screen missing player controls

Several cards are now missing "Activate - Sell - Auction" buttons (see screenshot).
Those same cards can no longer be sold/auctioned through the player screen pull-down "Action" menu (see screenshot 2).

You have to have 15 position players on your Active and Reserve rosters, combined. PT won't let you sell/auction players if you're in danger of following below that threshold.

Quick question... those circles at the beginning of each row... once in a while they are highlighted. Anyone know what that means? Also, you can click and fill them in. What does that do?
