Injury setting

so, i understand you can change the injury setting and i know where you change it but, the option is greyed out and set to ootp classic(normal) and i cant change it? why ? is there a file in the game folder to change it?

is it because i'm using the major league baseball world to create my league?

Perhaps you're not in commissioner mode
