Pro/Rel changes each week?

Last week, it was the top 8/bottom 8 teams in each league that moved up or down. This week it appears to be only 4. Is it normal for it to change on a weekly basis?

Yes, we may still update this week's numbers further to get the right setup for next week, but each week the values may vary slightly.

Is a 25 team diamond league still going to relegate 4 teams? I'm feeling pessimistic about my chances this week
