XML issue... possible to create a region of cities?

Hey all. Running into an issue editing world_default.xml - I am attempting to create a new region of multiple cities across different states and editing the XML file is not working the way I anticipated it would. Can regions only include nations and states? For example, let's say I want to create a NYC metro area region consisting of New York City, NY + Jersey City, NJ + Stanford, CT but none of the other cities in Jersey, NY, or CT. Is that not possible? If I have the Region reference cities instead of states or nations, it just doesn't appear in the game at all.

Just curious if I am doing something wrong or if this just isn't possible.
