Pitching Staff mismanaged in Tournament

I was in a Tournament last night (Q-Bronze-B07-T32-ID5734). I had a 5-man rotation setup with the configuration to NOT use starters in relief. The first 6 games worked fine. Then in game 7 of the first series, two of my starters were used in relief. The next two games in second series were "bullpen games", not a single one of my starters was used. Why? Game 3 used a starter, as did game 4. But in relief in game 4 two of my starters were used once again. I'm sure my bullpen was exhausted by that point, but my starters should not be used in relief. Can someone explain why this happened?
