Quebec region scouts

Scouts from the region Quebec, when assigned a job by the AI always get assigned to "US STATE: New York"

After being assigned using the AI:

This is 100% reproducible, although I only tried on this save.

All other scouts seemed to be assigned jobs from their appropriate region.

Strange, both regions seem to be set up correctly, so it doesn't look like a data problem. Which team are you playing as, and what type of game is it?

I was able to reproduce it doing:

new standard game
no "Challenge Mode"
all leagues disabled except QMJHL, OHL, WHL
starting as GM/HC of Minnesota Wild
cannot be fired
hire two scouts from the Quebec region
AI assign scouts

No other settings were changed, game version 6.9.87.0.

Must be some quirk in the scouting priorities, I can't see any obvious reason why it's doing that. We're doing some work on scouting for FHM7 anyhow, so we'll have to take a look at that and see what exactly's going wrong.
