Would the 6 teams that Moved into the NFL after WHA folded still move into NFL,if I disable the Ceasing League option in the Historical Edit?

to piggy back his question, is there a way to get the NHL to merge with all 7 WHA teams that start the 1978 season?

I'm not sure on expansion limits with historical play.
If you wanted to move a team to another league it can be done by moving players one at a time with the player editor(in commish mode) from the old WHA team to the new NHL team(as expansion team) but not sure if you could do all three teams that didn't come over in the merger. |

Yes, Hartford/Winnipeg/Quebec/Edmonton will still appear in the NHL with that option on, but if you turn "Team Activation" off just before you reach July 1, 1979, they won't appear. (If you want the real expansion teams after that, though, you'll want to turn it back on afterwards.)

Only by editing in Birmingham, Cincinnati, and Indianapolis to the NHL manually - the special mechanics that handle ex-WHA player movement during the 78-79 to 79-80 season changeover won't apply to those teams, so you'd probably want to give those teams their players back by moving them from the new versions of the other 4 teams (each of them gets a few players who were on the non-merger teams.)
