Other team tanking in Rookie? My first year in perfect team

Why would a team be in Rookie almost all year this year with 4 strong hitters but playing almost all rookie league players otherwise? Theoretically I could see this maybe in May, just building up points for a while but why still do it now, in January? Especially with lower level Live card team completion stars being the stars, not like it's Musial and Mays. It looks like some of their players have been with this team all year, in rookie most of the time with an occasional stone or iron thrown in.

Sounds like they did a couple live missions then quit checking their team many months ago. Some seasons it was good enough to get promoted based on what you described
