Players wanting more than Entry Level

Posting this here at behest of u/KnightAttack from reddit.

The last few years of my standard game I keep seeing players who are about 22 years old , UFA ,and in free agency. Somehow they are 4 stars in rating and nobody signed them yet. However, when I offer them a contract , the only option is the standard entry level deal. I offer it, and somehow other teams are able to offer them more, even though I can't find a way to do the same. Anyone run into this or know if im just missing an option cuz im an idiot? I have images if need be.

There is before and after images, where I cant offer him more , and afterwards he accepts a deal that is worth more from another team. If you are sure you want the save file's i'll upload those too but i can't remember the name of other players it did this with but there's been about 4 i can recall so far.

Yeah, please upload the save. (instructions here) I'd like to see exactly what's going wrong there that's letting other teams ignore the ELC restrictions.

Done. Upload name is JesusGamez.zip , I found another prospect that it happens to and that is his name, Jesus Gamez. Upon offering him a deal he says he will think , then then the next day got a deal worth more than I'm allowed to offer. Also since the last patch i only had a few crashes at the start and now have been able to sim for almost 10 years without one. Keep up the good work! Love your game, posting great reviews everwhere I can.

Interesting, it looks like the contracts Nauman and McCloskey eventually signed were within ELC limits, so I'm wondering it the actual problem is in the free agent signing mechanics and it's reporting an alternate offer incorrectly. But we should be able to figure out exactly what it is from Gamez, thanks.

This was also a problem in FHM 6, embarrassing that this has not been fixed yet.
