Neutralized ratings & OOTP

It is my understanding that the ratings for historical play are neutralized. (This would make a lot of sense to me)
Before I start a new 1901 league, I would like some confirmation.
If this is correct, I don't know why neutralized stats is still an option when creating a league since that would be redundant. Also, maybe the manual should be updated.
If the ratings are neutralize, would you mind saying what run environment you use? Baseball Reference use to use 750 but a few years ago they converted to about 690 feeling that was much more accurate.
