Free agents with free agency turned off?!?

Every offseason of my fictional league has several decent to very good players leave their former club to sign a new contract with a different team. But because my league is loosely following MLB's timeline, I have free agency and other late 20th century rules turned off, since I am still in the dead ball era.

I looked over my settings, I have minor league options disabled, as well as free agency and free agency postings. However, I did have the three boxes following that all checked: Allow Free Agents from other leagues, Reset Service Time, and Allow Contract Opt-outs.

I am thinking that last one might be why I have players shifting teams without a player moving in the other direction.

Can anyone verify that?

Perhaps the team elected not to re-sign or released the player.

If you do not want free agency, under the financials tab click "enable reserve clause era rules"
