Holi Powder Splash Effect

I’ve been brainstorming a unique uniform concept and wanted to get some thoughts or see if anyone might be able to help bring it to life.
The idea is for jerseys that look like they’ve been splashed or covered in gulal, the vibrant powder used during Holi celebrations. The jerseys would have a colorful, dynamic splatter effect, almost like they've just been hit by a burst of their team colors.
I’m not sure exactly how to create this effect visually, but I think it could look really cool.
If anyone’s interested or has experience with this type of design, I’d love to see what you come up with!
