Game thinks database "has been created with an earlier version of OOTB"

Neither my game nor its backup will open, and I'm getting this message:

"OOTP cannot load this database because it has been created with an earlier version of OOTB. Please use the button 'import OOTP 20' to import the database."

The next screen says:

"The loading of the database failed. It is either corrupt or a save-game from an old version."

This does not make much sense, as I have only ever owned OOTB 21 and have been playing this game for weeks through OOTB 21.

Does anyone know why this is happening or how to fix it?
