What do scout grades really mean?

If I have a scout who highly favors tools, what do his attributes mean exactly.

If say he's legendary in scout international, does that mean he's more accurate in his assessment of a International player? Or will he find more gems?

Same goes for a scout who is Legendary at scouting the majors, does that just tie into the actual assessment of a players ratings? Or is there more to it?

If a scout highly favors tools, they look more at raw ability rather than production. If he is legendary in a certain area, he will be more accurate scouting wise, which also means he is more likely to find more gems
