Historical game minor league rules

Hey hey - I have started a historical game starting in 1977. I am playing the expansion blue jays, and have full minor league teams mandatory in the settings.


The blue jays and the mariners, the other expansion team in 1977 both only have 1 minor league team a 'BC' level team. All other teams have full minor system (AAA, AA, A, & BC).


I am expecting the game to add the rest of the minors (AAA,AA & A) to my team at some point - maybe after the first full season?


My main concern is that being a 'BC' level team, my true AAA level players are not playing AAA games now, and when their league does start in June, my players will be playing rookie ball instead of AAA.


Am I missing something, is this normal for a historical league startup with expansion teams, and how do I get to having a full minor system for this expansion team?


Any help or explanation would be much appreciated!
