Stars error - 5 stars everywhere in online league

Help, please! Commish of a long time online league, playing since OOTP15 and entering our 24th season.

During the playoffs in OOTP21, we had a strange scouting reset where almost every player, no matter how marginal, received a 4.5 or 5 star potential rating despite no changes in the underlying ratings.

I turned stars off to finish the playoffs and imported into OOTP22. Simmed through a dev update hoping that would reset all stars. When I turned them back on, SOME GM's had their rosters corrected while others still see the same inflated ratings everywhere. Stars are currently turned off, but we'd love to fix this problem going forward so everyone is on equal footing.
