Player won't transfer to tourney. Help!

Hello all! Returning to OOTP PT for the first time since 2019 and wow things are different. My question is this...I'm entering a tournament where the only stipulation is my total team cap is 1875...my entire team transfers EXCEPT for one Diamond player I pulled tonight. Yes, he's on my active roster for my normal PT team and starts. The player is Red Smith a Dodgers 3rd baseman with a 93 rating and it says "Snapshot" on the card. Can anyone help me understand why he doesn't transfer to the tourney? I have a player who's lvl 100 that did so it can't be he's restricted by his card value. Even with him included, I'm still below the 1875 limit. Help!

p.s. I'm still in the entry pool. Just bought the game Thursday.

p.p.s. He's played one game since the pull in PT (he has stats already).

p.p.p.s. His PT card status is "active". Not reserve. Not inactive.

EDIT: Figured it out. Player was ACTIVE in PT but INACTIVE in Tourney (which is weird...don't know why he needed to be activated in 2 places)
