Is there an explanation somewhere as to what these are/how they work?

Not that I've seen, but I'm in the process of fiddling with them.

I just created the Cape Cod League, made it to where current and future draft-eligible players participate, and I'm hopeful it serves the same purpose as the real league. That is, it provides players with an opportunity to showcase their talent (or for teams, scout them) and "develop" with more at-bats/reps.

It seems like that's the purpose here, particularly because of the kinds of leagues that may be created, including the Arizona Fall League, etc. Playing games is certainly one component of development and getting guys into more games will assist in that.

I will note that I'd love some more flexibility in terms of maybe bringing in J2 guys to recreate the Tricky League, but that's not possible at the moment, and I suspect it won't be.

I posted this in another thread but I haven't tested to see what happens when the players get drafted since the draft happens in the middle of the season. Do they get assigned to their drafted team and replaced or are they stuck there??

Good question. I just got to that point in the test. I'm just using a 2022 league. In my set up (allowing all college players to play, season runs June 6 - Aug 6ish, draft on July 11), only two "top prospects" joined teams. Hunter Barco and Kumar Rocker. It's mostly 40's and below, but that may be a product of the quality of the college players in the drafts.

Anyway, during the draft, both players show up as still being rostered with their development teams. I intentionally drafted Barco to test this. After drafting him, he was still in the development league. He signed on July 19th, and at that time his profile had both his major league affiliation and his development team. But he showed up in my complex league on my roster screen. He next pitched on July 20th in the development league. When you go under Actions --> Transactions, you can remove him from Loan.

So, it looks like they stay in the league until you recall them from the loan or the season ends.

The issue that I so far have with the development league is I cannot create multiple leagues. I'm capped at 1. I'd like to create the Cape Cod League for college players (which I did), but there are other wood bat leagues for college players (i.e. Savannah Bananas).

Now, what's interesting is you can do a Prospect League, too, and you can select draft eligible and future draft eligible with that. But you're still capped at just one league. This is probably where I'll try to create a league for high schoolers, like Team USA or Perfect Game.

IRL From what I read they can stay there but they can also report to their team in which case they are replaced.

I recalled Barco, but the only transactions on the log for the League is the signing of staff. There's nothing from when the players originally joined the team, and I cannot confirm if he was replaced once I recalled him.

I didn't have any issues adding multiple summer leagues to my save.

Yes. The available leagues are the AFL, Cape, Northwoods, MLB Draft, and Prospect.

The Arizona Fall League is the one on the list Hawkeye21 just mentioned that was already in the game.

I don't remember exactly what version it first appeared in (looking back I'm pretty sure it was there in OOTP 19 at least) but I have been using the AFL in my fictional league for several iterations of OOTP and many game seasons now.

You can add these leagues by clicking on the "Add Tournament" button after you create your game.

Has anyone continued to play their Cape league? I'm curious how this works. For whatever reason I have a fascination with the Cape Cod Baseball League and have always migrated my league from one OOTP version to another. I basically built it from scratch in the past, manually adding/removing players from season to season. I'm very interested in learning if this is an alternative to what I've done in the past.

Yes, I love these leagues and would like to see more of them. I would also love to find a way to add in true winter leagues to OOTP, but it seems that is posing some challenges.

There's no way to properly replicate the Caribbean Series. One league (Cuba) is not a hybrid league (development/standard) as the others are.
