Should I bring up Frankie Frisch? Plus related Q about development.

He is hitting .350 after 143 PA in AAA, MLB prediction is .300. His hitting ratings are well short of his POT but better than my 3B starter. Do I:

-Bring him up?
-Bring him if he is still doing well after 200? 300? PA?
-Wait till September or next season?
-Sort of related: is there any hope that his infield range etc. ratings will ever improve?

Can someone explain timing of OVR and POT changes? I know they adjust end of season and fielding ratings at particular positions can improve daily with experience, but besides that:

Daily/frequently based on:
-time on roster?
-games played/PA/IP/chances?
-performance?
-coaching?
-something else?

Or only or mainly end of season?

For equal coaching, do players develop faster in minors than in majors?
