Player Development Budgets?

Hello - I’m wondering how to edit the Player Development Budgets. I currently can’t set it below the $3,000,000 league baseline and I also can’t find any way to change the league baseline. See screenshots below. Where is the setting for this in OOTP Go?

Help, please! I am so excited about making my fictional league here, just need budgets to make sense instead of having a -$3,000,000 budget.

It's under front office, financials, controllable budgets. But for some reason I'm unable to change mine. I'm currently at half the baseline and I'd like to pump it up at least to the baseline but it keeps reverting back.
