Long Fictitious Sim-Do Personnel Rating Increase?

I am in my 4th year of a long sim, does the game improve managers and coaches' ratings over time? How about free agent personnel, do they improve?
Are there new additions to managers and coaches each year as Free Agent Personnel?

personality stuff does change... or better stated can change.

don't expect some bum coach to be a superstar if you win the ws a few times, though... still be a bum even if slightly improved, lol.

Thanks, then can I will assume that the Personnel free agent pool coaches will also not change over time? That once I fire a coach then they will not change going forward(?) And do you have any experience with the game adding new coaches year to year to the Personnel free agent pool?

New coaches are always being added each offseason. Many of them will be players that just retired and go into coaching. Others will be randomly generated.
