Created Player Age Minimum issue in OOTP 24?

Or maybe it is a maximum age problem. Either way, I can't get my amateur draft age range to stay between 23 and 24 yrs of age.

In a league I am running I set:

Created age minimum at 23 and
Maximum age 24

Yet when the game generates the amateur draft I have players ranging from the age 23-27, with most being in the 26-27 range.

Is there a setting I'm missing that will keep players in the draft between the ages of 23-24?

(I have the active roster roster age minimum and maximums set at 23 and 29)

My guess is that they're being created at 23/24, but then they're "playing" 2-4 years of ball before hitting the draft.

It may be better/easier to use a dedicated feeder league to control your draft pool for what you want.
