Changing Active List to No Limit causes lost of players on Reserve Roster

Bug might be a strong word, but the behaviour wasn't something I expected and it is super annoying. I am moving from reserve lists to minor leagues (BTW there should seriously be an easier way to do this).

As a first step, I changed the Active Roster to No Limit, figuring I could then move my reserve roster players to the active roster, add a minor league, and the set roster limits again. The AI would move players down to the minors.

Unfortunately, changing the Active Roster to No Limit appears to get rid of the reserve roster altogether even if there are players on it. Oops.

It sure seems like rather than just dumping the players on the reserve roster, the computer should at least move them to the active roster. I would hope this would be an easy fix to implement.
