Does the dreaded waiver/temp no-move only apply to human players?

Because I just watched a player I traded away earlier in the season go on waivers for the second time. Earlier this season he was waived by the team I traded him to, claimed, and now he's been waived again.

No, it normally applies to all teams. But there are a few emergency roster-handling measures the AI has to use to get out of situations that would result in invalid lineups; one of those could force it to waive a player, overriding the normal ban.
