In game settings do you have both Development and Development Lab toggled on? (lower left)

Pretty sure you won't get in historical leagues that far back since they weren't a thing back then.

Or may just be disabled by default for historical.

It should be enabled for all games, but prior to like 2000 or something it's called "Practice Facility" instead I think.
One thing to check is that you are in general manger mode, because I don't think it works if you just play as manager

I am in GM-manager mode and I did find the lab and it is enabled for the older seasons.

Naaa it's enabled in historical. Just called Practice Facility instead of Development Lab.

Just FWIW, if it functions the exact same way, it's probably worth giving it the same name no matter what year a person is playing. Just unnecessarily confusing.
