Problems with Speed and Steal Ratings

I posted this originally in the general sections, but thought this section would be a better place. OOTP24. Replay of 1970 season, not using original lineups/rotations. Less than 10 games per team into the season. I noticed that one of the AI managed teams (Cardinals), all of the 25 man roster players have speed and steal ratings of less than 10. Lou Brock has ratings of 4 and 4. This is using the 1-100 ratings. The only 2 players with higher ratings (speed of 14 and 22) were both fictional players. I am managing the Pirates and their ratings seem correct. The Mets also seemed correct in the games I played against them. I restarted the league because this was happening the first time around, and I made sure that at least Brock’s ratings were correct, only because he was the one I noticed the first time around. Any suggestions what to look at?
