AI not filling roster of lowest minor league team

I'm trying to make a simple fictional league setup with three levels of minors (AAA, AA, A) . I'm running into the problem that no matter what settings I change (roster size, draft rounds) it seems that the lowest level (Single A) will have some AI teams not being fully filled, with like only 10-20 players). I've checked the FA pool and there are always available players to be signed. Also, it seems that the teams will start out the season with decent rosters but many of them will have like under 20 players after a few months. Any advice will be greatly appreciated!

Do you maybe have some age or service time or nationality limits set for that league which would disqualify a lot of the player pool?

That's the most likely explanation for this sort of behavior, in my experience.

Not that I'm aware of. I started with service time limits but turned them off
