Download Promo Version of 24?

I'm trying to move my OOTP 23 save to 25 on Steam, but in order to do that I first need to move 23 to 24, which has been de-listed. Am I SOL and stuck on 23 or is there a promo version of 24 I can download and use to move to 25?
