Leagues with lower financials sign coaches to MLB-level contracts, which destroys their finances

Dealing with this in a pro/rel league - some teams in the lower divisions will randomly sign coaches to contracts with salaries in line with the top league - which can be literally 200x larger than the expected salary level and take up over half of a team's entire budget - e.g. a manager gets signed for $450k when the baseline coach salary for that league is $1k. This causes them to not be able to roster enough players because they literally don't have enough money. It seems to be a bug that randomly affects certain coach signings.
