Player offered does not match our league rules

Has anyone run across this "player offered does not match our league rules" when trying to trade. Seems to be age related as under 19. Any ideas on changing it?

For me, it is because I have a minimum age of 20 to play in the Majors, and the player is under 20, so I can't trade him. Seems I should be able to trade him to another minor league team.

Sure it is not because he was a new drafted player and 1 year has not passed and you can't trade them yet?
