Dutch and British Leagues?

I noticed on the Steam page it mentioned that the Dutch and British baseball leagues would be included in this year's game, but I can't find how to add them. Does anyone know if they are included and if so, how to add them? Thank you.

You are free to add them when you start a new standard game.
