Salary cap bug?

I'm using the latest patch, and playing in an online league with a 90 mil salary cap.

We're in the FA signing period, and I'm currently the Favorite Offer on a guy I want to acquire. It's my understanding that with the latest patch, a team can improve their offer even if they're the current highest bidder.

I have a total payroll right now of $74,177,000.
With a $90 mil cap, that should leave me roughly $15.8 mil in cap room.

I have an offer on this free agent for $9.1 mil. In order to avoid getting trumped and having the guy sign elsewhere, I'm willing to raise my offer to $10. However, when I rt-click on the player and make a new offer, I get a warning box that says "This Would Put Your Payroll Above the Salary Cap!"

I assume this means that the game is counting both the $9.1 offer AND the new one, even though both are for the same player. Can anyone shed any light on this, or correct my mistaken assumption?
