top draft picks signed but not playing...

i decided to start another sim test...i've noticed that top draft picks sam bennett (2nd overall), aaron ekblad (3rd overall), haydn fleury (7th overall), jacob middleton (11th overall) as well as others i'm sure... are signed to their respective nhl teams but aren't playing any games....should the ai not send them back to juniors if they are not going to play them??

I have also noticed that even in the minors top picks tend to not get played. The AI will play an older 6.0/6.0 over a young 6.0/8.0 player. Makes it very tough to get young players developed.
