How to start a new fictional expansion team?

Can the OOTP community please give me advice (step by step instructions would be even better) on how to start a fictional expansion team within an existing league. I want to be able to hold the expansion draft on behalf of the new team and truly "start from scratch." How do I do this?

On the first day of your league's offseason, go into league settings and expand your league. Schedule an expansion draft, name yourself GM and you're good to go.
