Pre-1965 Rookie question

I'm playing a historic league (1905) in OOTP 21 and would like all rookies to enter the league as free agents since there was no draft until 1965. I can't seem to find this in the settings. Any guidance on how to get this to work? Thanks

Under the Game Settings menu, click League Settings. Under the League Settings menu, choose Rules. There is an option for Enable Amateur Draft, which is checked by default. Uncheck this box and you should be good to go.
