Help - Game date not working

So I am in a historical online league. We started with the 1995 season.
Everything worked fine. A week or so ago my commish gave me commish access so I could assist with some minor league issues. Since then, whenever I try to download the league file, it resets back to that game date. (Ie we are on 11/20 and it keeps resetting to 9/4).
I have completely deleted the league directory and reinstalled it from a clean install. It corrects the game date until I try downloading the league file again. I have also cleared the import-export folder and made sure I had the correct gm file.
Any help?

more info. It has to be some hidden game file as I completely deleted the entire ootp 22 directory, uninstalled the game and reinstalled. When I put my quickstart in, it started me at 9/4 again.
