How do international discoveries work?

What exactly are the international discovery mechanics? I'm curious because multiple members of our online league are apparently doing the following:

Setting scouting budget to league maximum ($12M)
Setting international discovery to 100% of budget
Relying on OSA for all other scouting

This is done in an effort to boost their international discoveries, and anecdotally it looks to be working.

This is pretty cheesy, but it makes me curious how the international discoveries work from a mechanics standpoint and how much this tactic affects the league. For example:

Does each team have X chance of a hidden player discovery each day and that is increased the more you put into budget?
Is a hidden player created and then the game decides based on factors (international discovery budget, RNG) which team discovers that player?
Is there a pool of players that are hidden and each day teams have X chance of discovery based on factors?

I'm pretty sure that at least partially they do not provide specifics for how this works for exactly this reason. It could allow people to cheese the mechanic.

However, I will also say that this type of question has been asked previously and developers made it clear that there becomes a diminishing return for any of these kind of budgets. So, while having the max money invested in these type of discoveries will give them an advantage their $12M isn't likely giving them twice the chance as someone investing $6M.

The only way you are likely going to find out more is for someone to run a study.
